AUSTIN, Texas -- Not every part of the state is getting to reopen more businesses this week. The governor recently announced El Paso and Amarillo have to wait until May 29, while the state's surge response teams work to contain outbreaks in each region.

The Amarillo-area has been hit hard by coronavirus outbreaks in meat packing plants, while Gov. Greg Abbott has called El Paso’s hospital capacity "too close for comfort."

Since Gov. Abbott started his phased opening on May 1, El Paso has seen a surge in coronavirus cases.

Mayor Dee Margo attributes it to a large Hispanic population that's been disproportionately affected and families going back and forth from Juarez, particularly over recent holidays.

“And so we were trying to discourage people from going over to Juarez to visit their family and to stay here, but we have had a surge recently. We attribute this week the surges in positives and hospitalizations to be as a result of Mother’s Day,” Mayor Margo said.
